METHOD AND APPARATUS FOR COMPRESSING AND ENCODING IMGAE SIGNALS USING HUMAN'S VISUAL CHARACTERISTIC

PURPOSE: A method and an apparatus for compressing and encoding a video signal are to improve efficiency of a compressing and encoding way provided in MPEG(moving picture expert group)-2 using a human visual characteristic which is more sensitive to a center portion than an edge portion of a screen. CONSTITUTION: A region deciding portion decides a region of an input video signal to be displayed on a screen in a macro block unit based on a human visual characteristic which is more sensitive to image motion at a center portion of the screen than at an edge portion. A compressing and encoding portion reduces a data generating amount of the video signal at the edge portion in comparison with at the center portion according to decision of the region deciding portion, and then compresses and encodes the video signal. In the region deciding portion, whether the input video in the macro block unit signal is positioned at the center portion or the edge portion of the screen is decided.
