PURPOSE: An apparatus and a method for transmitting an ATM cell of ATM adaptation layer type 5 are provided to enable transmission of an ATM cell by AAL type 5. CONSTITUTION: An apparatus for transmitting an ATM cell of ATM adaptation layer type 5 includes the following units. A host(30) stores packet data for transmission in internal packet buffers and sends the data in the packet buffers that are requested to be read out. A local memory(60) stores information on the packet buffers of the host(30). A rate queue logic circuit(70) stores a plurality of rate queues, the rate queues counting internal clocks up to count values differently designated with one another and outputting a transmission request signal at a point of time different from one another. A link control circuit(10) interlinks the packet buffers for transmission at a transmission speed corresponding to the rate queue by rate queues and transmission channels by using the information stored in the local memory(60).
