PROBLEM TO BE SOLVED: To prevent deterioration of a protection function caused by a frozen natural ground and deterioration of a sound condition of a bar-shaped support body, and the like. SOLUTION: A bolt-like steel bar 16 is fixedly driven into a natural ground in a driving length 12 exceeding an expected frozen range L1 of the natural ground 12, and a structure 14 such as a grating crib or the like is constructed on the slope face 12a in a form separate from the bolt-like steel bar. Pushing out of the structure accompanied by the frozen natural ground 12 in the axial direction of the bolt-like steel bar 16 can be guaranteed without going with the bolt-like bar. Further, when the natural ground is defrosted, the structure is made movable so as to follow the return of the slope face toward the position before the freezing.
