PROBLEM TO BE SOLVED: To provide a method of manufacturing a new rubbery polymer latex which enables industrial production by large equipment without having a process to remove remaining monomers from a rubbery polymer latex of which the reaction has been finished, and/or without causing an increase of gel content (an excess cross linking) in latex storage time. SOLUTION: In the method of manufacturing the diene-based rubbery polymer latex, at the time of emulsion-polymerizing 70 to 100 pts.wt. of a 1,3-butadiene and 30 to 0 pt.wt. of vinyl group-containing monomers copolymerizable with the 1,3-butadiene (100 pts.wt. of the total of the monomers) by using a persulfate, 0.05 to 2 pts.wt. of a substance having a reducing function by which the persulfate is decomposed is added (to the total of 100 pts.wt. of the monomers) after the polymerization conversion reaches 85 to 97%, to make the remaining persulfate 0.03 pt.wt. or lower (to the total of the monomers).
