A plasma display panel and a manufacturing method of the same are provided to emit easily secondary electrons for forming wall charges by forming additionally a metal layer having a low work function on an MgO protective layer. A plasma display panel includes an upper plate having a protective layer(35) which is formed on an upper dielectric layer(34) including a transparent electrode(32) and a bus electrode(33). A metal layer(36) is formed on the protective layer. The metal layer has a low work function. The metal layer is formed of K, Ba, Mg, Ni, W or a combination of K, Ba, Mg, Ni, W. The metal layer has a thickness of 100nm or less.
