An apparatus and a method for processing information, a transmission apparatus and a method thereof, a recording apparatus and a method thereof and a program are provided to deal with a signal having a predetermined format as a proxy signal. A conversion unit converts one of an SD(Standard Definition) signal according to a format of an SDTV(Standard Definition Television) and an HD(High Definition) signal according to a format of an HDTV(High Definition Television) into the other signal, and outputs a signal of a predetermined format. The conversion unit includes a down-conversion unit, an image size change unit and a compression encoding unit. The down-conversion unit carries out down-conversion of an inputted HD signal and outputs the SD signal. The image size change unit changes image size in regard to an inputted SD signal or the SD signal outputted from the down-conversion unit and outputs an image size change signal. The compression encoding unit performs a compression encoding process in response to the image size change signal and outputs a signal of a predetermined format.
