PROBLEM TO BE SOLVED: To divide and edit a video stream file taken for a purpose of recording according to a predetermined standard format. SOLUTION: When the stream file is divided at a certain division point, a preceding chapter is created by applying padding to an end area of a GOP including the division point in accordance with a length alignment restriction. A first extent of a succeeding chapter is created by copying the GOP including the division point and the GOP just behind thereof, and an area comprising the GOPs after the copied GOPs are determined as a second extent.
