PROBLEM TO BE SOLVED: To achieve reception from all destinations while maintaining reception corresponding to high communication capability, and to suppress the increase of cost of the device, and to eliminate dependency on a switcher. SOLUTION: A transmission/reception control part 110 transmits a 1stDIS signal generated by a signal generation part 120 to communication equipment at a transmission side when it is communicatively connected through a telephone line to the communication equipment at the transmission side. A DCS decision part 112 decides whether or not the DCS signal corresponding to the 1stDIS signal has been received from the communication equipment at the transmission side, and when the DCS signal has not been received, the DCS decision part 112 transmits a 2ndDIS signal whose communication capability is high to the device of the other party. Afterwards, the transmission/reception control part 110 transmits a CFR signal indicating that communication has been confirmed with the device of the other party by the communication capability declared by the DCS signal corresponding to the 1stDIS signal or the 2ndDIS signal from the device of the other party.
