PROBLEM TO BE SOLVED: To enable a user to easily and unfailingly perform an operation for paper documents. SOLUTION: Work flow information indicating contents of a series of works and history information indicating the history of the works are previously recorded in an RFID embedded in a sheet of paper. In executing a subsequent operation for the sheet, when the work flow information and the history information are read from the RFID embedded in the sheet, an application required for the subsequent operation is automatically activated on the basis of the information, and the information about the subsequent operation is displayed. Then, the user executes the operation for the information about the displayed subsequent operation, and then, the subsequent operation is executed in accordance with the operation.
