PROBLEM TO BE SOLVED: To attain both of a backlash removal function and a failsafe function for a gear mechanism as well as reduction in the number of parts and space saving. SOLUTION: A return spring 101 is provided to urge a control shaft 20 in an operating direction thereof. The forcing power of the spring forces gears 51-53 so as to remove backlash therebetween and concurrently urges the control shaft so that the control shaft returns to a default position (a maximum lift position) during fail operation. Particularly, the urging force of the spring is set so as to work upon the control shaft in an opposite direction to that of a valve spring urging a valve in a closure direction.
