The present invention relates to a two-layered retro-reflection film, and a manufacturing method thereof. More specifically, the present invention relates to a two-layered retro-reflection film which not only has a similar or improved weather proofing property compared to the existing retro-reflection film, but also has an excellent exterior quality while having a two-layered structure; and a manufacturing method thereof. The two-layered retro-reflection film comprises: a first layer including an ultraviolet (UV) stabilizer and an acrylic-based resin including one or more types among polymethyl methacrylate, cyanoacrylate, and alpha-methyl styrene acrylonitrile (AMSSAN); and a second layer including a poly carbonate resin, and a pattern formed in one surface.
