A dam is provided for the temporary local containment of water in a body of standing or slow moving water such as a lake, bay or river. The dam is formed by a flexible barrier having a chamber extending along its lower margin and containing a flexible pipe which is filled with a high density fluid such as barite mud, whish anchors the bottom of the barrier and allows it to accommodate the contour of the bottom of the lake, bay or river. The upper and intermediate portions of the barrier have inflatable chambers, those in the upper portion being filled with air so as to support the barrier at the waters surface, and the chambers in the intermediate portion are filled with water to give them approximately neutral flotation characteristics.
