PURPOSE:The titled composition having flame retardance, obtained by blending a dihydroxyorganopolysiloxane with aluminum hydroxide and/or magnesium hydroxide, an organotitanium compound and a specific organosilicon compound. CONSTITUTION:(A) 100pts.wt. dihydroxyorganopolysiloxane having both molecular chain ends hindered with OH and 20-1X10<6>cps viscosity is blended with (B) 10-300pts.wt. aluminum hydroxide and/or magnesium hydroxide having preferably <=50mu particle diameter, (C) 0.5-20pts.wt., preferably 1-15pts.wt. organic titanium compound consisting of acetoacetic ester of dialkoxy titanate or acetylacetone chelate and (D) 0.5-30pts.wt., preferably 1-15pts.wt. organosilicon compound containing two or more hydrolyzable groups in one molecule, such as methyltrimethoxysilane, etc.
