PROBLEM TO BE SOLVED: To provide card collection device and method which can efficiently collect used prepaid cards and can promote the return of the used prepaid cards. SOLUTION: A control part 12 of the card collection device 10 responds to the insertion of the card into a card reception part 11 and discriminates as to whether or not the check information stored in the card matches with the comparison information stored in a storage part 13. When they match with each other, the control part 12 reads a card face amount from the card and reads a success occurrence rate corresponding to the ticket face amount from the probability table of the storage part 13. The control part 12 executes a random number processing for deciding either a 'success' or 'failure' as a result based on the success generation rate which is read. When the result is a 'success' in the processing, a premium is discharged from a premium discharge part 15.
