PROBLEM TO BE SOLVED: To stably carry a sheet of paper. SOLUTION: A transfer paper P to be carried is electrostatically attracted to a transfer drum 4 as a carrying means, to be held/carried. A high polymer material layer 7 is provided on the outermost surface of the transfer drum 4. An electric charge imparted to the transfer paper P is moved thereinside and reaches the rear surface opposite to the electric-charge-applied side surface. But the electric resistance valueρsp on the surface of the high polymer material layer 7 is selected to be higher than that of the surface of the high polymer material layer side of the transfer paper P, so that the charge after reaching the rear surface is retrained inside the transfer paper and acts as electrostatic attracting force. Therefore, the transfer paper P is stably attracted/held/carried. It is preferable that the electric resistance valueρsp is selected to be >=10<11>Ω. It is preferable that the width of the transfer paper P < the width of the high polymer material layer 7 < the effective width capable of carrying a toner image of an image carrier drum 4 is selected.
