PURPOSE: A call control method is provided to manage a congestion status of each module in a database. CONSTITUTION: If a congestion happens(S301) in a backbone connection control module(101), a terminal transfers(S303) a message of requesting a call connection to a network layer module(105). The backbone connection control module registers(S305) the congestion status in a congestion managing module(201). The network layer module inquires(S307) the congestion managing module whether the congestion managing module can admit a call. In response to the inquiry, the congestion managing module displays(S313) that it can not admit the call. And, the network layer module rejects(S315) a call process. Accordingly, a congestion status of each module is managed in one unit, and the amount of information transferred between modules are reduced in state of a call congestion, thereby enhancing the efficiency of a call process.
