PROBLEM TO BE SOLVED: To provide a device and a method for grasping a mobile station position with which the position can be grasped more exactly by making a mobile station transmit a PUF pulse having specific intensity or more to a base station and by locating the mobile station in the area where three base stations make, and by using the message of a base station system which can receive stably the pulse which the mobile station transmitted in real time. SOLUTION: The call control processor of a controlling station inspects an active set maintained by a current mobile station. The call control processor judges whether or not the active set overstrides the three base stations, and if it does not overstride them, the frequency allocation of the current active set reads status information on an adjacent base station. The call control processor judges whether or not the frequency allocation of the active set can be used, and if the frequency allocation of the active set can be used, a PSMRO message which is a message for requiring the pilot intensity measurement of frequency allocation is transmitted. A plurality of base stations are aligned in order of the pilot intensity according to the measured result of pilot intensity, three superior base stations are selected, and then the reception set up of the PUF pulse is instructed to the three base stations.
