PURPOSE: A toll collection system and method using a mobile communication network are provided to compute and collect a charge on the basis of information on a car and a location of the car by using a mobile or radio communication network by selectively installing various modules such as a GPS module, a cellular module, a combi-card, an SIM module and road-side equipment including a DSRC/RF unit and bluetooth module in an on-board unit. CONSTITUTION: A board unit having a GPS module and a cellular module is mounted in a car, and when the car moves into a communication area where a gantry is installed, a road-side equipment(RSE) unit installed in the gantry wirelessly communicates with the board unit of the car using a dedicated short range communication(DSRC)/radio frequency(RF) or a bluetooth module for a mutual authentication and traffic information. The RSE unit interfaces with an IC card and a subscriber identification module(SIM) card of the board unit recognizes a user, searches its own database to check a black list. If there is no problem, the RSE unit computes and collects a traffic charge. If a balance of the IC card of the board unit is short, the RSE unit recognizes the car as a violation car and puts it on a black list for a separate management or handle.
