PROBLEM TO BE SOLVED: To improve trouble at the time of using conventional conductive toner by efficiently charging conductive toner while effectively preventing the occurrence of reverse polarity toner when charging. SOLUTION: A developing device includes a toner carrier 3 which is disposed opposite to an image carrier 1 carrying an electrostatic latent image Z and carries and transfers charged conductive toner 2, a developing field generation means 4 which generates a developing field between the toner carrier 3 and the image carrier 1 and develops the electrostatic latent image Z on the image carrier 1 in this developing field area by toner, and a polarization charging member 6 which is disposed opposite to the toner carrier 3 and has a surface of a conductive member 6a insulated and coated. A charge polarizing means 5 is provided which causes a charge polarizing field to act between the polarization charging member 6 and the toner carrier 3 and holds the conductive toner 2 between them in this charge polarizing field action area to perform charge polarization.
