PROBLEM TO BE SOLVED: To propose a route, having high appropriateness as a bypass, as a bypass. SOLUTION: Predetermined statistical processing is performed on probe information acquired and collected on routes by a center apparatus 100, and a route crossing another route on a branch point and a return point is, according to a decision result about appropriateness, on the basis of the probe information on which the statistical processing has been performed under predetermined conditions, made a bypass candidate, when the other route is set as an original route. A route from the present position to a desired destination is searched for by a vehicle-mounted apparatus 1; and when the branch point and the return point are on the route searched for and the predetermined conditions are fulfilled, the bypass candidate is proposed as a bypass.
