PROBLEM TO BE SOLVED: To provide a cleaning member suppressing an oily additive from sticking to a body to be cleaned, a charging device having such the cleaning member and ensuring stable charging performance, a cartridge having the charging device and ensuring satisfactory image formation, and an image forming apparatus. SOLUTION: The cleaning member includes a main body made of an expandable polymeric material and driven to rotate in contact with the rotating roll body to be cleaned. The cleaning member has inorganic particles contained in at least the surface of the main body.
