PURPOSE: A resource management apparatus for securing the quality of an end-to-end quality of service, a system thereof, and a method thereof are provided to improve the IP service by securing the service quality in real time. CONSTITUTION: A resource management unit(200) is inter-connected to interworking servers(100A,100B,100C) controlling the IP service generated by the packet transceiving between service providers(300A,300B) and backbone network providers in real time. The service level information between the service providers and the backbone network providers is changed. The resource management unit executes the resource management proper to the changed service level in real time by communicating with the service providers.
