PROBLEM TO BE SOLVED: To provide a substrate for a light-emitting device capable of improving reliability, and a light-emitting device.SOLUTION: According to an embodiment, a substrate for a light-emitting device includes a metal plate, an electrode layer connected to a light-emitting element, and an insulating layer provided between the metal plate and the electrode layer. The insulating layer includes a first region including a first matrix containing silicon oxide and a plurality of first microstructures dispersed in the first matrix, a second region provided between the first region and the metal plate and including a second matrix containing silicon oxide and a plurality of second microstructures dispersed in the second matrix, and a third region provided between the first region and the second region and containing silicon oxide. The concentration of the first microstructure in the third region is lower than the concentration of the first microstructure in the first region. The concentration of the second microstructure in the third region is lower than the concentration of the second microstructure in the second region.SELECTED DRAWING: Figure 1 |
