PROBLEM TO BE SOLVED: To enable dynamic load distribution in accordance with geographical and temporal environment of a control device.SOLUTION: A central control communication system according to an embodiment comprises a plurality of network devices, a plurality of control devices, and a management server. The control devices perform control of communications of the network devices allocated to the respective control devices via a communication network. In parallel thereto, a management server manages a plurality of control devices via a communication network, and gives an instruction for load distribution to each of the control devices for reallocating the network devices on the basis of the current load condition and a predicted future load condition according to the communication control of the control devices. |
