A novel picolinic acid derivative represented by general formula (I), salt thereof, production thereof, and a herbicide containing the same as the active ingredient. In formula (I), R represents hydrogen, alkyl, etc.; R<1> and R<2> may be the same or different from each other and each represents alkyl, alkoxy, etc.; X represents cyano, phenoxy, etc.; Y represents oxygen, sulfur, etc.; and n represents 0 or 1. The derivative and salt have an excellent herbicidal effect even in small doses against a wide variety of weeds; so that they can be used in lowland and upland fields, non-crop lands and the like.
