PROBLEM TO BE SOLVED: To provide an information recording and reproducing device in which copyright can be easily protected on a broadcasting station side according to the contents of received signals. SOLUTION: When signals received through a receiving antenna 1 are recorded on or reproduced from a recording and reproducing disk 5, a recorded signal reproduction and control circuit 23 instructs a charge-calculating circuit 25 to calculate the data corresponding to a charged amount in corresponding to the recording operations. The circuit 25 outputs the data corresponding to the charged amount to a communication circuit 26, and the circuit 26 transmits the data corresponding to the amount to an external person to be charged from a communication terminal 27 through a telephone line.
