PROBLEM TO BE SOLVED: To manufacture at low cost price to be excellent in vibration damping property, sound insulation, and waterproofing, by filling the hollow part of a hollow extrusion section with elastomer, and sealing both end opening parts of the hollow part with blind covers. SOLUTION: For vibration damping and sound insulating material, at first two hollow extrusion sections 1, 1 filled with elastomer in the hollow parts are planely connected together by engaging engaging pieces 3, 3 with each other, next one sheet of belt-plate-like blind cover 5 is fixedly fitted to the end face extending over connected both extrusion shapes 1, 1 to constitute it. In this case, for the fixedly fitting means of the blind cover, a friction stirring bonding method is favorably used. In this constitution, this vibration damping and sound insulating material is more excellent in sound insulation and vibration damping properties compared with vibration damping and sound insulating material consisting of only hollow extrusion shapes 1, 1, and compared with a vibration damping and sound insulating material which is filled with elastomer in the hollow part but is not sealed in both end opening parts of the hollow part 2, this is more excellent in the sound insulation and vibration damping properties.
