In a user data storage unit (3), a partner identifier imparted to a user registered through the URL of a partner is stored. If a distribution application request is not sent from a partner computer, a number-of-users-by-category answer unit (5) sends the number of users to whom no partner identifiers are imparted as the number of specified users and the number of users to whom partner identifiers are imparted as the number of unspecified users to an information distribution application computer (9). If the distribution data sent from the information distribution application computer (9) contains designation of distribution to an unspecified user, a data distributing unit (7) sends an approval request to a partner computer specified by the partner identifier of the unspecified user. When the approval is obtained, the data distributing unit (7) distributes the distribution data to the user computer of the unspecified user. Thus object users to whom information is distributed can be readily collected.
