PROBLEM TO BE SOLVED: To provide an allotting method of a downward channel resource that takes into in consideration the fluctuations in the transmission power of a compression frame. SOLUTION: In a radio base station device, at least a compression frame is transmitted with increased transmission power. A GAP information management unit 102, a GAP-determining unit 103, a transmission power fluctuation value calculating unit 104, a threshold value-determining unit 106, and an HS-PDSCH resource allotment unit 110, are provided, to determine whether a transmission frame is a compressed one. Each transmission power equivalent value of all the mobile stations in the cell at prescribed time intervals is subjected to accumulation operation, and the encoding method is changed (method with higher correction capability should be selected as the transmission power increases), in accordance with whether the accumulation operation value is over a prescribed value.
