PROBLEM TO BE SOLVED: To provide a method for producing an inorganic coating composition in which a hydrophilic coated film having high transparency and capable of keeping excellent hydrophilic property, antifogging properties, flow drop property and stainproof property for a long period can be formed and to provide the hydrophilic coated film and an agricultural film. SOLUTION: The method for producing the inorganic coating composition in which the hydrophilic coated film can be formed on a substrate comprises a step for mixing an alumina sol in which boehmite particles are dispersed in a dispersion medium with silica sol in which silica particles are dispersed in a dispersion medium. An alumina sol in which (a) average particle diameter of aggregate particles in the dispersion medium is 20-500 nm and (b) average pore radius of xerogel obtained by removing the dispersion medium from the alumina sol is ≥5 nm and (c) total pore volume of 1-100 nm pore radius in the xerogel is 0.50-2.00 ml/g is used as the alumina sol.
