Provided is an oil in water type cosmetic composition which has transparent external appearance by including water and high viscosity by having oil, and shows excellent phase stability and skin stability. In the transparent oil in water type emulsified cosmetic composition including an aqueous ingredient, an oil ingredient and a surfactant, 2-6 wt.% of water in the aqueous ingredient is contained based on the total weight of the composition. The content of oil having a viscosity of more than 10,000 cps at 25 deg.C in the oil ingredient is 40-90 wt.%, based on the total weight of the composition.
