PROBLEM TO BE SOLVED: To provide a cosmetic composition excellent in permeability of a moisturizing ingredient and a skin-lightening ingredient to the skin. SOLUTION: Cosmetic formulation is performed by using water treated with a shirasu porous glass film to provide the cosmetic composition excellent in permeability of the moisturizing ingredient and the skin-lightening ingredient.
