PROBLEM TO BE SOLVED: To provide a paved road surface temperature prediction system capable of predicting a road temperature with accuracy necessary for actual use, independently of statistical processing, and independently of a numerical solution. SOLUTION: A boundary condition of the road surface (z=0) in a heat transfer fundamental expression of a paved body is approximated by a linear function of a road surface temperature, by executing Tailor expansion around 1 of the fourth power of the ratio between the road surface temperature and an outside air temperature, and by neglecting the second and subsequent term which are negligible small in comparison with the first term. Solar radiation intensity is formulated by theoretical whole sky solar radiation intensity and a cloud cover, and a prediction value is calculated based on a future prediction value of the cloud cover. Further, a heat transfer coefficient, an albedo, an apparent emissivity of the sky are determined based on an influence factor measured on a prediction spot, and the road surface temperature is calculated by applying Green function method.
