PROBLEM TO BE SOLVED: To provide a scaffold forming device for allowing easy work for forming a scaffold in another working area on a roof in a short time without high risk. SOLUTION: The scaffold forming device 1 comprises rail members 2, 3 to be installed on a roof A. The rail members 2, 3 extends along the roof A. A scaffold plate 5 is arranged on a movable base 4 to be moved on the rail members 2, 3. The movable base 4 is moved on the rail members 2, 3 to form the scaffold in another working area on the roof A.
