The present invention relates to a secure message transmission apparatus and a method for processing a secure message to safely transmit a secure message requiring security by encrypting and decrypting a message in a secure area based on a secure operating system physically separated from a non-secure area based on a non-secure operating system. The method for processing a secure message according to an embodiment of the invention comprises: a process in which a non-secure message service unit receives a message transmitted from a transmission-side terminal and determines the message is an encrypted message; a process in which, when the message is encrypted, the non-secure message service unit transmits the encrypted message to the secure message service unit; and a process in which the secure message service unit decrypts the encrypted message, then encrypts the decrypted message again, and transmits the encrypted message to a reception-side terminal.
