PURPOSE:To minimize the increment of storage capacity of the titled device and to execute an excellent color video signal processing by writing the data of the valid picture period of decoded color video signals in a memory, detecting a signal level during a color burst period, and writing the data of thus obtained detection value in the arbitrary area of the memory. CONSTITUTION:From a horizontal synchronizing signal H in an illuminance signal Y, a pulse signal B is generated with a prescribed delay time, and the levels of signals of axes U and V are sample-held for this delay period. Also during this period, switches 6U, 6V are turned off, to form signals Ux, Vx in which the level during a burst period is inserted for a length of one clock period immediately preceeding the valid picture periods of said signals of axes U and V. These signals Ux, Vx and an illuminance signal Y are converted to digital signals by A/D converters 9U, 9V and written in a memory 4. Therefore, the storage capacity used for the transmission of a burst information is only one-data-share for each horizontal cycle. Accordingly, said transmission can be executed with an extremely small enhancement of the memory capacity.
