The preparation for emulsion fuel (I) with waste oils consists of (1) adjusting mannitan monostearate and polyoxyethylene condensate 2:1 to HLB 3-4, (2) mixing (1) with water 1000-2000 volume at 70-80 deg.C, (3) adding 0.01% polyvinylalcohol to (2) to get surfactant solution (II), (4) emulsifying de-mineralized oil such as cutting machine oil or lubricant and Bunker-C oil with (II) in the ratio of 60:20:20 at 75±5 deg.C for 30 sec to 5 min at 3400-3800 rpm in specially designed reactor (III) to get (I). Inside of hexagonal cylinder of (III), 3 baffles (10) on the wall, 3 poles (11) on the top, 2 rotating bars settled from the bottom give stable emulsion for (I) at 120' reaction angles.
