The apparatus for easily cutting and removing a base rock in underground digging, has a holder means for clamping the rock in order to prevent the damage of the cutting tool and has a noise preventing means for minimizing the cutting noise. The apparatus comprises beas (2)(2') mounted at an L-type movable frame (7); transverse movable members (4)(4'), lengthwise movable members (19)(19') driven by a motor on the beds and mounted with a dovetail joint; a pivot holder (11) with a concave groove (13) operated by a manipulating shaft (8) and a lift cylinder (9), and a vertical holder (15); circular cutting devices (21)(211) with a plurality of artificial diamonds (40); a noise preventing means for receiving the cutting devices (21)(211) jointed with latex rubbers (33)(33').
