PROBLEM TO BE SOLVED: To allow an editor to simply and correctly execute link setting between contents along a time base by generating link information that controls branching between the contents, in the case that contents IDs of a link source and a link destination to be received are arranged in the same broadcast time band for arrangement information. SOLUTION: A control section 110 displays a contents arrangement edit window on a display section 185 by a program edit start instruction from an editor, and a contents attribute edit section 120 generates new contents information, based on information received from the editor. Then a contents arrangement edit section 130 reads the contents information from a database 175 and generates or updates the arrangement information to manage each contents broadcast time and broadcast order as to the contents configuring the program. The arrangement information is referenced and in the case that the contents ID of the link source and the link destination to be received are arranged in the same broadcast time band, link information for controlling the branching between the contents is generated.
