PROBLEM TO BE SOLVED: To provide an encoding method, a program for the encoding method, a recording medium for recording the program for the encoding method and an encoder that can be applied to coding processing by e.g. the MPEG system so as to apply the coding processing to image data with a simple configuration or a simple processing in processing the image data in a data partitioning mode or the like. SOLUTION: This method corrects a quantity of data for transmission by inserting dummy coded data denoting one picture having a prescribed relation to adjacent pictures to transmitted data.
