PROBLEM TO BE SOLVED: To provide a whisker forming body and an electrochemical capacitor using the same which is suitably used as a capacitor electrode whose surface area per unit volume is large and physical properties such as a size, strength, elasticity, and conductivity can be adjusted for better cycle characteristics and which is hard to be deteriorated. SOLUTION: A cermet which is an alloy or ceramics or a complex of them is used as a material base. A whisker composed of a complex oxide of at least two kinds of metals contained in the material base, for example a conductive whisker composed of a complex oxide of at least two kinds of metals selected from among Mn, V, Fe, Cu, Ni, Cr, Al, Sn, Zn, In, Nd, Sc, Co, Ti and Mo is formed on the surface of the material base as a whisker forming body.
