PROBLEM TO BE SOLVED: To provide an image compression method capable of making the size of data appropriate in an output image that is a compressed result by automatically adjusting a compression ratio to an input image. SOLUTION: There are provided: an image operating device 101 operated by program control; an image compressing device 102 operated by program control; and an image compression operating device 103 for operating image compression processing by enabling a user to designate the input source of a target image file and the output destination of a compression image file. The image compressing device 102 individually performs character recognition to a compressed image compressed by using reference compression ratio data and evaluation count data for each image to be compressed inputted from the image operating device 101, automatically determines the appropriate compression ratio by using reference difference ratio data, reference image character recognition result data, and compressed image character recognition result data, and outputs the compressed result image.
