PROBLEM TO BE SOLVED: To provide a technique of stably applying pre-coding to a signal with a high bit rate in optical DPSK modulation or the like. SOLUTION: A coding circuit 40 disclosed herein includes: a DFF circuit 41 for latching a signal S10 and outputting the latched signal S10 as a signal S9 synchronously with inputs of signals S6, S7 to the circuit 40, the signals S6, S7 respectively comprising data resulting from coding data in parallel and alternately divided; an XOR circuit 45 for applying exclusive ORing to signals S6(S13) and S9 to provide an output of the result as a signal S14; an XOR circuit 46 for applying exclusive ORing to signals S13 and S7(S15) to provide an output of the result as a signal S16; and an XOR circuit 44 for applying exclusive ORing to signals S9 and S16 to provide an output of the result as the signal S10 to be inputted to the DFF circuit 41.
