PROBLEM TO BE SOLVED: To provide an operation synthesis device capable of reducing the number of pipeline registers generated to a variable taking the same value by a plurality of iterations, in a pipeline circuit generated by operation synthesis. SOLUTION: This operation synthesis device 1 for performing operation synthesis based on a program wherein a hardware constitution is described by a programming language has a same value variation extraction part 13c for extracting a same value variation taking the same value between iterations and utilized in a plurality of stages in the hardware, from variations described in a loop sentence in the program; and an RTL description generation part 13d for forming a common register for the same value variation extracted by the same value variation extraction part, and generating RTL description for reading out a value of the same value variation from the common register.
