PROBLEM TO BE SOLVED: To cope with the description of a document more flexibly than serial processing and to execute a WEB service by less memory compared to the method of development as a structure model when executing the WEB service according to the document describing information for successively executing the WEB service. SOLUTION: A division processing part 303 extracts a part related to the call processing of the WEB service from a source document describing the information for successively executing the WEB service, generates a slave document on the basis of the extracted part, replaces the extracted part in the source document with the description of the execution instruction of the slave document and generates a master document. When detecting the execution instruction of the slave document in the process of executing the master document, a successive processing part 304 and a service making processing part 305 develop the service making information on the memory so as to execute the service by the description of the slave document and execute the service.
