PROBLEM TO BE SOLVED: To improve fuel economy of a vehicle and to secure a chance to learn an idle controlled variable as a controlled variable during idling of an internal combustion engine.

SOLUTION: The engine is controlled by setting a predetermined number of revolutions N3 smaller than a predetermined number of revolutions N2 during a travel at a low vehicle speed as a lower-limit number of revolutions Nemin during stop (S410), and setting the lower-limit number of revolutions Nemin as a target number of revolutions Ne* and setting a value 0 as target torque Te* (S500) when idling is requested (S490). Consequently, the fuel economy of the vehicle can be made better during idling of the engine during stop than idling of the engine at the lower-limit number of revolutions Nemin which is set as the predetermined engine number N2 irrelevantly to whether the engine is at stop.
