PURPOSE:To use an instrument panel in common for vehicles having specifications including an air bag and no air bag by effectively utilizing a bag extending guide as a cool box. CONSTITUTION:Fitting holes 5 of cylindrical inflators 12 are formed on both side walls in the car width direction of a box-like bag extending guide 3 arranged at the opening section 2 of an instrument panel 1, and the upstream side duct end and downstream side duct end of a bypass duct formed on a side vent duct 10 are connected to duct connection sections formed at their peripheral edge sections.
