The present invention provides an action management device, an action management system, and an action management method with which it is possible to manage changes in living expenses. The data acquisition unit (101) acquires living expense-related information including policy information about policies relating to the living expenses of a user and/or specific apparatus information about a specific electric apparatus (3) relating to the living expenses of the user.
