a first common section for dividing a first STM-1 signal received from a first transmission path into three first AU-3 signals corresponding to an AU-3 unit; a second common section for dividing a second STM-1 signal received from a second transmission path into three second AU-3 signals corresponding to the AU-3 unit; a unit access section for dropping the first and second TUG-2 signals by the first and second common control signals, respectively, or adding third TUG-2 signals to the first and second common sections with respect to a predetermined TU units; and buses for the first, second and third TUG-2 signals and the first and second common control signals to be received from or transmit to the first and second common sections and the unit access section.
