PURPOSE:To prevent the mistaken turning-on accident of a turning device caused by the malfunction of a zero speed detecting device at the cutting accident on the control rotor of a steam turbine. CONSTITUTION:When a cutting accident occurs between a turbine and a control rotor, a speed governor 6 stops its normal operation, allowing oiling and steam operations to be stopped. Here, zero speed is detected from a gear 5, injection nozzles 13a, 13b, receivers 14a, 14b, pistons 15a, 15b, and limit switches 16a, 16b, and said governor is mis-operated, showing as if the turbine completely stops, so that a lock logic signal S8 produced under AND conditiolns consisting of zero speed detecting device operation signals S1, S2, a turbine emergency stoppage signal S9, and a signal S10 indicating that the number of revolutions on the driven shaft side exceeds a prescribed value, commands a wipeout circuits WO1, WO2 for starting M1 of turning motor and connection M2 of turning device coupling device, allowing said devices to be locked so as not to excecute starting and coupling operations. |
